no auto redirects after changing post slug

My site is with WP version 5.5.3, whenever I change a post slug, WP does not create an auto direct. I have used the health & troubleshoot plugin to disable all plugins but issue remains. I suspect there might be some sort of switch turned off but isn’t sure which one. I googled about it but found nothing. Can some one help?

How to restore WP’s default behavior that changing a post slug automatically creates an redirect for the former post permalink.
