No Access to Admin Panel After 4.0.1 Update

I manually installed 4.0.1 today (after the automatic installation was failing) and now I am completely unable to access my admin panel.

It keeps giving me a “the connection was reset”. I am able to access the page where I log in to the admin panel but once I hit enter after entering my username and password, it QUICKLY gives me that error.

Again, this was not happening until I updated.
