No Ability to change themes or edit

A friend asked for some simple updates to his website, and I planned on using the visual editor to customize a bit, change the theme, etc. However, the site was built years ago by a third party and I cannot find a way to make any changes, even as an admin, other than posting and adding pages. Heres a screenshot of the dashboard, any ideas?
