NIce PayPal Button Lite Won’t Work Outside USA

I have 2 websites that use Nice PayPal Button Lite. This plugin may well cost me sales from foreign countries. The plugin works fine for USA customers but fails when a customer gives a foreign address at the checkout screen. When the foreign customer clicks on the button “Proceed to PayPal” they get a message which says they must give a USA state so they never get to the PayPal screen and the order is kicked out.
I do not want a solution that requires me to write javascript code as I have very little understanding of any of it. I want a plugin that will work to get customers from the WooCommerce Checkout screen to the PayPal screen regardless of whether they give a USA address or a foreign address.
