    Permissions are set correct. I have updated to WP 4.0. Still does not work.

    @d97jes – If you have ever had any caching plugins installed and activated on your site, can you check to ensure there are no remnant left from one of these old installations. This was shown to be the issue in a different issue and may apply here.
