News Ticker Not Showing

I tried change to default theme, the plugin work but when using my theme the plugin doesn’t work. I tried to deactivate all plugin too and didn’t see any luck. I’m inspect using console didn’t see any javascript conflict or error.

I placed the news ticker before the image gallery.
