Newly registered…”locked out from logging in”

I am also using BuddyPress Version 2.9.2.
I have a new user register who justed registered. BuddyPress sent the activation email. The user clicked the activation, then clicked to login and was sent to screen that the login was blocked and a submit email address to receive an unlock email.
I was with the user as she registered and tried to login. There is not weird that she did and the plugin does not give a specific reason why she was blocked. Plus, the email to unlock the account never came.
