Newly created widgets do not have Title field

I expected a newly added Custom HTML widget to have a familiar “Title” field as shown here. However, when I add this widget (Appearance -> Widgets -> “+” button -> drag and drop “Custom HTML” from under the “WIDGETS” section of the blocks pallet to the sidebar area), the widget only has the content field with “Write HTML…” words in it and doesn’t have the title field on top of the content field. The same behavior (i.e. no Title field) happens when adding other core widgets such as Archives, Calendar, Categories.

Is it an intended behavior? If so, what’s the recommended way to add titles to the newly created widgets, so that they formatted the same as titles of old/existing widgets?

A couple of other non-core widgets (supported by add-on plugins) that I tried adding in the same way do show the title field all right. I tried PHP Code widget and Meta Slider widget.
