Newbie: Where is the default editor setting in 2.9.2?

I have installed 2.9.2 and the only editor I have does NOT allow for either viewing or changed HTML although most of the examples that I find in the doc show an editor that DOES allow viewing/changing HTML. The WP documentation says Administrator -> Manage -> etc. but “Manage” is not an option in the 2.9.2 Admin page.

HELP!
