New WP Update redirects Plugins page to 404 error

  • /wp-admin/plugins.php RETURNS a 404 ERROR!

    I tested on several scenarios:

    1) Older WP installation (but fresh install, default plugins installed only, no others) — plugins page working okay

    2) Older WP installation upgrading to 4.3.1 — plugins page NOT working anymore (404 error)

    So what now?
