New version: Localized, restrict users via capability, CSRF fix

Added some more features/fixes to this great plugin Unattach:

• add_submenu_page( null .. ) fix, suggestion of ramonqu
• Remember current search string, request by rpb1001
• Remember current page number, request by jodzeee
• Only add “Unattach” option if current user is allowed to edit file & parent post
