New users do not receive a "Welcome to" email when registering

My client’s site, TheSmartRoute.com, is not sending an email to users that register via the My Account page (when not logged in) which is https://www.thesmartroute.com/my-account/ as well as a register page that I’ve set up using WooCommerce Simple Registration plugin which is https://www.thesmartroute.com/register/
When a user first submits a listing, and registers through that process, the new user DOES get a “Welcome” email, with a password auto-generated. Not sure if that helps at all…
When contacting the author’s of Listify, the theme we are using, they said that submitting a listing leverages WP Job Manager, where as registering directly is actually leveraging WooCommerce. So I’m not sure exactly where the problem lies.
