New User Role WordPress Network HELP

Hi there,

I have a WP 3.5 Network set, and I can’t find the menu to set the new user role.

I have the red warning on top saying

user role must be set to Author for correct user permissions to apply!

There is nothing in ->settings -> general

Can someone tell where can I define this?
