New user registration email not sending

On one of my sites, I have custom email enabled. Only administrators can add new users.
When a new user is added/created, the New User email is not sent to the new user but the administrator receives the New User Admin email.
All other emails (Retrieve Password and Reset Password) are also being sent.
Help, please!
