New User Notifications

Please remember that the user registration and password sending emails are being sent by WordPress, not by wpForo. wpForo only provides a registration form, nothing else. wpForo tries to stop email notification if the option is disabled. But there are some case it cannot, because the function is located in WordPress core. So you should find a global WordPress solution to stop that email and that solutions are some good WordPress plugins. Here are examples:
