New User E-mail links to wordpress error

I create a user in the backend or a user in the front end. I get the e-mail to the account associated with the new user, however the link goes here https://www.example.com/wp-admin/network/user-new.php?action=add-user and the page asks “are you sure you want to do this?” and the top bar says “wordpress failure notice”. Help!
