New user confirmation email in multisite issue

We have a 10 site network using WP multisite. When a new user is created under any of those sub sites by a super admin, even though the box is checked for “Add the user without sending them a confirmation email” an email is still sent out. I’ve searched and read a few similar topics but cannot seem to find a fix. Anyone else experience this issue? We are using the following plugins related to users as members and redirecting them to specific sites in the network:

• Network Username Restrictions Override
• Members
• Peter’s Login Redirect
