New to wordpress world

I was asked to investigate the feasibilty of using wordpress to create a kind of news website. For example, one of the features required is to have the latest news automaticaly shown on the homepage, but they would like also to give the admin the possibility to sticky some of the articles.

Does this exist already? Would this be achieved by creating a custom template or does this look like a widget?
