New Property dont save geographic location

The state, city, and neighborhood fields are not written when data entry is used by the front end. Right after I use the edit function in the frontend and re-position the geographic location data and then the data is saved. What can cause this? I do not want to have to register for a new property twice or in two forms of entry. thank you
