New Posts for users not able to revisionize

When a user makes a new post, that post never shows to the admin user that there is a post waiting.

I emailed about this, and I will paste the reply here for reference.

The dashboard widget will only show *Revisionized Posts* that are pending review. It doesn’t show new posts that are pending review. So a user (likely a contributor) would have to
login
click revisionize
make change
click Submit for a review

However, when a user logs in, makes a new post, then clicks Revisionize, a page appears an error that says Invalid Post ID.

The url for editing the new post is
https://www.example.org/wp-admin/post.php?post=4406&action=edit

So the post id looks the same to me.

How does a user make a new post, and inform the admin its ready for review, preferably on the dashboard.
