    Talked with hosting company they say no throttles are on.

    Installed Subscribe2 to see if it would fix problem, and the only email going out on new Post was to the administrator (me).

    So installed plug-in Email Log plugin for tracking and the only email that is going out are “Please moderate” “New User Registration” and “Your username and password”.

    Added a single email to the “Public Subscribers” area and an email was sent to the single email address. No email was sent to “Registered Subscribers”.

    In settings under “Compulsory Categories Compulsory categories will be checked by default for Registered Subscribers” I have categories checked.

    Only one category checked in “Excluded Categories

    Posts assigned to any “Excluded Category do not generate notifications and are not included in digest notifications”.

    Are your Registered Users actually subscribed? In the Subscribe2 -> Subscribers menu and then the Registered Subscribers tab click on the dropdown and see how many subscribers are listed for each category. If it is 0 then none of your Registered Users have an active subscription.

    On the Registered user tab I see a drop down under Current Subscribers. The dropdown has “All Registered Users (#)” # = number.

    I don’t see anything about a category.

    There is just a list of email addresses under a heading titled “email”, and below that it says Bulk Management with nothing checked.

    Since I just installed Subscribe2, are you saying I have to use the Bulk Management feature? If I do that will users be able to adjust their settings, because it says “Consider User Privacy as changes cannot be undone”.

    Since you only just installed the plugin and had these Registered User before the installation you do need to set up some Subscriptions using the Bulk Management section. Any user can log in and alter any changes you make, the warning is there to advise again frequent use of that section.
