New install, adding a new theme, configuring RSS not working

  • Hello:

    I have just installed WP and have no experience with it. The site answers and accepts posts, but I am seemingly not able to configure the RSS widget (just spins) and cannot download and install a new theme. Is this a permissions problem? What should I do?
