New install 3.7.1 plugins and themes redirect to Hello World

When going to themes.php or plugins.php I get redirected to the “Hello World” post. Even /themes.php?page=custom-header works correctly. This occurs on two different installations that were installed from Fantastico script on InMotion Hosting.
The URL shows themes.php but the content is the Hello World post.
