    What would be a great enhancement is to allow the customer to either make a payment or place an order based on the shipping criteria.

    If no shipping zone is provided and no shipping costs are available then the customer can only place the order, if shipping costs are available then the customer can pay for it at the checkout.

    This feature would allow for better control of the order for say a country to which shipping rates are not know at the time of placing the order and would allow me as the seller to send them a quotation based on their order using current rates, they can then pay for it afterward.

    Also when no shipping rates are shown in the cart/checkout to be able to customise the text as opposed to seeing “No shipping rates available”
