New at this, format/font question…

Just beginning to learn the ropes, here, and i had a few questions:

How do I make my blog posts in the following format? Example:

“Posted by [poster’s name] on month day, year | no. of comment/comment link | Categories: [name of category]

(all the stuff with the | should be on one line)

The colour should stay as it is (everything I’m talking
about is only what’s inside the frame)
Text size and font: subject – 10pt, post/update – 8pt
Font – Verdana
Subject line should be bold”

And secondly, how do we change the scrollbar colours?
