Never seeing an App Install popup on Android

    Yes, this depends on device/os/browser. But on the described device, it should work like a charm.

    I confirm – on mobile there is no PWA info on this site.

    but:

    1. on desktop you can see (image) it is correctly loaded
    2. this site have very aggressive javascript capturing – I suppose it can cause problems.

    I am using WP Rocket to optimize the site. Per your advice I disabled all JS related optimizations, and eventually disabled the plugin itself. None of the methods revived the app install splash screen prompt.
