Network-Wide Site Administration Role

I work at a university where have a digital manager who needs to access all the child sites on our multisite installation. I do not want to give him super administrator privileges but privileges similar to that of a typical child site administrator that could be applied network wide. I could not locate a plugin that might address this need.
