    Would it be possible to make an option for Cookie notice where if using a multisite, only network admins can set it up and all users don’t have access to setting it up. Because I need the plugin to be enabled network wide where only I can configure it, and for the sub menu to not appear in each users admin.

    It does work network wide and if a visitor clicks ‘OK’ the notice doesn’t appear for the visitor again on any of the sub-sites. But I need a Cookie Notice where only I can set it up in the network admin – the message, the colors/position, and allow the read more link to always go to (mysite.com/privacy-policy).

    There are no plans for that kind of feature.

    It would require custom capabilities I think.

    However this could be achieved with some custom coding on the theme level.
