Network Deactivate and activate on individual blog..will loose any users?

Hi..
we are running four sites using multisite and we are using register plus redux plugin for signup..earlier we had activated the plugin as network wide that’s why all users going network users page..means https://www.example.com/wp-admin/network/users but our client don’t want go into network users. he wants the users should go into root blog ( which is blog id 1) means https://www.example.com/wp-admin/users.
So if we network deactivate and activate on root blog by individaully..is there any loosing of users? Present there are number of users we have which they will use their login details.
And the another thing you have mentioned plugin won’t work in individual blog as compared with network activate ..is there a chance of getting didnt work of plugin?
