Network creation causing login to not work

I do a fresh database creation, a fresh wp install and every thing goes fine. i do a fresh network creation for subfolders and everything goes fine till i have to log in again. upon the being forced to login again, i enter the username and password and get NO error but i get re-directed to login page with the username filled in a blank password box, this is a repetitive cycle.

I dont understand why its doing this, their was no issues with the network install, the htaccess file is done right, i’ve done this a hundred times.
