Network Activation broken. Using IIS 7.5.

I installed the plugin with no problem, but when I attempted to “Network Activate”, the site responded with a 500 error.
The site is not otherwise broken, and I can uninstall and reinstall the plugin without incident, through the wp-admin screens, but I simply cannot Network Activate.
