Network activate authy?

I run WordPress in network mode with sub-domains turned on.
How do I setup authy so that every site is automatically protected, even sites not created yet, and also that every single user must use authy?
I am basically trying to find the best way to totally lock my site down so that no one but my team can login to the website, and all members of my team can create their own new network sites as they choose to do so.
When I network activate the plugin, there is no settings -> authy screen. I can only see those screens when I go into each individual site on the network. I don’t want to have to do this by hand because, by the off chance, I ever forget to activate authy and configure it when a new network site is created, then all the security provided by authy is out the door.
*It only takes 1 site on the network, not being configured with authy properly, to leave everything wide open.Wouldn’t it be easiest to simply add in the network “settings -> authy” config page when authy is network activated?
