Nesting taxonomy pages

I’ve created a custom post type with three different taxonomies: A, B, C. I’d like to create a page that shows all the different taxonomies, A, that have posts. When clicked on one of these, it then displays all the taxonomies, B, that these post may be apart of. And so on.
For example. I have a taxonomy of locations. It has 20 items. I have another taxonomy of services. For any particular post, I’ll be setting a location and service
I’d like to create a page that displays all the locations. When clicked on a location, the next page then shows all the services. When a service is selected, then it displays the post that meets that criteria.
