Neon Green 1.0 Theme Issues

I recently downloaded this theme and I have encountered a few problems:

1. First, only my homepage seems to apply the new theme (when I click on other pages, they all go back to the default theme, which is what I originally had).
2. There are only four “Green navigation bars” at the top that lead to other pages (I have about 8 pages I want, not sure if more than 4 bars are allowed though)
3. The template looks fine in FF, but in IE, the main “content-body” and right navigation bar are “skewed” to the right (there is a “gap” between the left navigation column and the other two columns).
