Need WP to automatically hold all posts for review

Hello,

I need all new posts created by any user in my WP to go straight to pending and then email the administrator that there is a post pending review. Does anybody know if this is possible? I tried giving the local accounts suscriber/contributer level accounts but it is still displaying the option for them to immediately post, it must only give the option to save draft/pending review.

If someone could please point me in the right direction it would be much appreciated. I realize I may need two plug-ins, one for email of pending posts and one for the post authorization.
