Need to submit sitemap file to Webmaster Tool?

It seems I was successful in building the sitemap. After seeing the sitemap built, I checked my Google Webmaster tool and it said ‘No Sitemaps’. I tested my sitemap.xml and it said no errors were found. Do I need to submit the sitemap to Google? What about Bing?
