Need some help with latest and featured stuff…

Okay…Well I’m converting this site over to wordpress:

And…I need some help getting the latest media and featured content sections in. Could I have two php pages for them? One for Latest media and one for featured content, and then have them inserted into the part of the index where they go? And have them go next to each other? Thanks.
