Need help with tax

This is a very rookie question, but I seriously don’t understand the tax set up whatsoever. I live in Canada and have no idea how to operate the tax settings. Im not sure if I need to set up the tax at all for my site. Ive watched the tutorial videos on the woo themes website but Im still confused. Is it illegal to not charge taxes? Is there a certain tax I must charge? Where can I go to find all of this info?
