Need help with plugins

  • I help my friend to move is blog frpm blogger to wordpress. Everything worked well. Now I want to get the plugin Maintain Blogger Permalinks. I find a page thats told how to do, the page says that I should go to appearance/plugins. Then Iam am on my friends dashboard I cant find plugins anywere. Ineed help. Where does I find plugins on the dashboard?
