Need help in users role and permission

Hi, I recently installed WordPress and still new learning new things. I tried my best to search but I might don’t put the right keyword.
I have two questions and both are related to the user’s role.
First: Users can post a blog on my site but I set up the permission to be approved, so now whenever Subscriber post content, I get the email and I approve then it get to publish. There a couple of users I want their post to get published without approval, I mean whenever they post their content should get published. How I can allow those two users?
Second: Now I’m getting more content from users. So I can’t do all on my own now, I found a volunteer who can work for me. I want to give him a role to approve those subscriber posts and I might let him edit some pages on the website, but don’t want to give him the administrator role. He created an account I tried all role except administrator but still is not able to see anything. I also don’t want him to see administrator pannel. How I let him allow to do those job for me?
