Need help can not figure out why I’m getting UTF8 ????????

I’m having a a strange one…utf8 is not showing up in post content –just getting ????? — but it is showing up in post-titles

In phpMyadmin the Japanese characters are there for the content and showing fine, but on the blog no go

what could be the issue?

I’ve configured the wp-config and everything — This all was not an issue until 2.8 upgraded from 2.7

I’ve collated the db with utf8_unicode_ci and set the character set to utf8
running on godaddy if that info helps…

I’ve read something about set names but can’t figure out how to implement it and tried a few things suggested on other sites for changing wp-settings and wp-db and nothing works..

Any help would be nice…
