Need help

Started a website several months ago for the county Recorder’s office using Custom Community. However they have changed their focus to the themes that are paid for and unfortunately that isn’t something our county can do. I moved the site to twenty thirteen just to have it looking vaguely acceptable. But I would love recommendations for

• Free templates – we are a very small county office with zero budget.
• Excellent support – I manage our county wide EDM solution and provide computer support. While I’ve written code in the past, when you aren’t doing it daily it wreaks havoc trying to remember. When I have time I can go through documentation to find the right code; unfortunately finding the time is a challenge.
• Hosting is through GoDaddy
• Need to be able to customize. Am familiar with child themes and how they work – but haven’t had much luck with them so far. Also a time issue – I need to start with an incredible template that gets me 70% there.
