Need external party to be able to download image from image URL

I have a new customer that is trying to list my products on their client portal. To do this apparently they need to be able to access product pictures through product URLs that I provide instead of just sending the pictures so that their system can automatically download and link the images. I am trying to make this happen and it isn’t working.
The website page I added to this has the images that I need uploaded but they are the same for all of my products so the page the images come from doesn’t matter. It’s not a lot of images, just four or five, but there are a lot of product variations the images need to be divided to. I have the images in my Media Library and am using the URL provided with the image to send to them, and that isn’t working.
When they try the upload they get the following error – “Image url was unable to download image due to HTTP error 406 Not Acceptable.” They’re IT team said “it appears the website has a blocker preventing image downloads”. How do I find and remove this blocker, or how do I go about giving just my client permission to access images to download? Or another solution is great too.
