“Need Elevated Access” error – the plugin doesnt work

After completing all the steps described in the documentation, I get the following message in the logs:

I generated the access key as “read and write”. I see similar recent messages on the forum, could you please investigate? Maybe there are some changes to the Twitter API requirements?
