Need a shopfront but no ecommerce

Hi, I’m fairly well up with doing a normal WP site but now need to do a shopfront, displaying lots of products with prices but prefer the customer to ring before ordering over the phone. Then we can make sure the customer orders exactly the product which is best for him/her.
Is it best to use woocommerce storefront but with no ecommerce back end or is there a better / simpler way? Would I also need a theme?
We’ll be advertising things like bikes, skateboards surfboards etc. etc.
