Need a plugin to display a status

I’m the admin of a website for a tennisclub with all weather courts.

We are looking for a solution to display a message on the site informing the visitors and subscribers if the courts are playable or not.

Preferrably also with the option to inform subscribers when this status changes.

The contributor responsible for the courts of the club should be able to change this status.

The status could be either: playable or not playable.

All weather courts can not be played on when there is snow, or when they are thawing (after a period of freezing).

Does anyone know of an existing plugin that could do all that?
