Need a Little Direction on Site

Hey all,

I know this question may have been asked many times but I’ve been searching for a while and cannot really find any clear answers.

I’m trying to make a site similar to icanhazcheezburger. I don’t need it to look like it of course. I just want to have the general features.

-Being able to upload images for users to vote on.
-An area for users to upload their pictures for me to approve to post on the site.

I know wordpress for the most part has this. But to be honest, it’s not what I’m looking to accomplish. If anyone has any suggestions on a theme I could work with, plugins I could get to achieve that, let me know please!

**Update** Really I just want to be able to upload images, make them all appear on a page. Have a max amount of pictures on the page (Say, 10-20) then with a “Next page” at the bottom.

Allowing users to comment on the pictures. Share them if they’d like. Etc.
