Need 1-click script to set permalinks and reset default image upload folder

Hi there, can somoeone tell me if it’s possible to create a script that would, on button click…

1) enable permalinks as /%postname%/
2) uncheck (in effect) “Organize my uploads into month- and year-based folders”

The 2nd option is found in Dashboard > Misc >

I’m hacking an options script and will be adding this as a configuration option with each site I build on all my templates…

Or perhaps it might be better suited outside of a particular template, as a plug-in
