Navigation Menu Links Don’t Show Hover Color Effect

I recently started designing a block theme website. It is basically the default boilerplate theme plus some new fonts that I have added. I have set the site-wide style settings for links to have a hover color. This works for links in regular page content, but doesn’t seem to work for the links in my navigation menus in the header and footer. How do I get the hover effects to work for these menus?
