Navigation lost after upgrade

I just purchased Sixteen Plus 3.0 – it didn’t upgrade Sixteen so I had to rebuild.

I lost all of my menus/navigation across the top and it is only letting me have one primary page.

I had this all set up on the original sixteen, but lost them when I upgraded.
